RPA School Board Members

Patrick MacKelvie ~ President

Patrick MacKelvie has spent his entire career working to improve education at both the K-12 and post secondary levels. Working first as an ESL instructor and later in curriculum development, he quickly realized firsthand the importance and impact of a committed educator on the life of a student. Patrick has gone on to work for several software companies on the development and implementation of curriculum, process improvement and institutional reporting software. In addition to his role on the RPA board, Patrick also volunteers as a director and counselor for the Oregon Association of Student Councils, a statewide non-profit focused on cultivating and supporting high school leadership.
Patrick lives in Gresham, OR and is an avid skier, volleyball player and triathlete.

Bill Dube ~ Treasurer

Bill Dubé (Director): Bill has been working as a yearbook publishing representative with schools  in the Willamette Valley and Central Oregon for the past 20 years. He trains yearbook students and advisers on marketing, designing and creating their yearbooks in preparation for publishing using the latest design software.  He also conducts training seminars for other yearbook representatives around the country. Bill graduated from the University of Wyoming in 1987 with a B.S. in Business Management.  Over the years he has participated in a variety of personal and professional development programs such as Landmark Education’s Self Expression and Leadership Program and the Living an Extraordinary Life seminar. Bill has been both a volunteer and board member with SASS (Sexual Assault Support Services) in Eugene. He served on the Rockridge Homeowners Association board as treasurer for one year and chair for 5 years. He and his wife Cindy, and their dog, Graham, live in Eugene.  Bill has a passion for traveling, education, teens, movies, reading, interior design, biking, nature and laughing.

Bert Eliason ~ Secretary

Bert has been involved in public education for 35 years. After graduating from OSU in 1974 with a degree in Elementary Education, he taught at the elementary and middle levels in Montana and Oregon while working on his masters degree at the UO. Bert received his Doctorate in Education from the UO in 1995 and has served as a middle school principal in the Bethel School District in Eugene since.

 
Bert is a strong proponent of student choice and positive school environments. His an active  network member and serves on the Board of the Northwest Positive Behavior and Instructional Supports, Inc. a not for profit organization promoting positive behavior support in Oregon, Washington, Idaho and northern California. He believes that proficiency models offer students significant opportunities to be actively involved in the design and acquisition of their education. When students are involved in this manner, it usually leads to a positive learning environment. That idea is exciting, and the Redmond Proficiency Academy is evidence the model can work and work well. 
 

Cindy Dube ~ Member

Cindy Dubé (Director): Cindy graduated from the University of Wyoming in 1986 with a B.A. in Elementary Education with an emphasis in Reading.  She taught first and second grades in Springfield for six years.  For the past 10 years she has worked with her husband, Bill,  as a yearbook publishing representative with schools in the Willamette Valley and Central Oregon. Cindy trains yearbook students and advisers on marketing, designing and creating their yearbooks in preparation for publishing using the latest design software.  She has coordinated and directed many summer yearbook design and leadership workshops.  She has participated in many of Landmark Education’s personal and professional growth seminars.  Cindy served as secretary of the Rockridge Homeowners Association for 5 years. She and Bill live in Eugene with their dog, Graham.  Cindy has a passion for photography, jewelry-making, education, reading, traveling and working with teens.

Sally Duncan ~ Member

Sally Duncan is policy research director at the Institute for Natural Resources at Oregon State University. She is interested in the connections between researchers, the attentive public, and natural resource policy makers, as those links often conceal a wealth of untapped opportunities. Outside of work, she gardens and reads and runs and thinks and laughs and loves as much as she can.

John Esa ~ Member

John graduated from Willamette High School in 2001.  Every year since graduating, John has spent time at Willamette assisting the students there with their Kids Helping Kids commitments and working with the Children's Miracle Network.  Before being hired to his current job as a Special Project Coordinator for PeaceHealth Medical Center at RiverBend John worked in youth athletics.  Instructing children from elementary school levels to the professional ranks, John was in charge of organizing camps, activities, and camp counselors.  After high school, in addition to working philanthropically with local high school students, John attended the University of Oregon to earn his Bachelors of Arts in Philosophy.  He played for the school's football team in the 2001 - 2003 seasons, earning academic honors and contributing to the Duck's 2001 Pac-10 Championship. 

Erik Jacob ~ Member

Erik Jacob, a Roseburg native, joined the The Ford Family Foundation in October 2005 as a Programs Officer for the Grant Program after eight years in Uzbekistan with the Peace Corp and most recently with the American Councils for International Education.  Erik began work as a business development volunteer and also taught business courses at an Uzbekistan University.  Following the Peace Corps, he worked as a contractor for the United Nations Development Program conducting research on market trends in Central Asia.  While at American Councils, he served as the Director of Teachers Programs and two years as Country Director of Uzbekistan.
 
Erik has a business degree from the University of Arizona, and an MBA from Portland State University.  Erik has lived the majority of his life in Oregon, working as a stockbroker in Portland and in other capacities in New York City and Eugene.
 
Erik and his wife Nigina, who is from Samarkand, Uzbekistan, live in Roseburg.  They have two sons, Sam and Sean.
